Single Jira with multiple GitHub / Jenkins

Hey Guys;

Is it possible to have a single Data Center instance of Jira, that connects to multiple GitHub / Jenkins instances?

To put this in context - 

Our organization has presence in different regions such as EMEA & NA where we have dedicated GitHub/Jenkins/Sonar/Nexus instances, but are looking to have a single "Global" instance of Jira.

So can we have Global instance of Jira to hooked into multiple CI platforms?
