Site Administration Access

I have access as Admin and System Admin in Jira but still I am receiving access denied page when I try to click on Site Administration to pull list of users in Jira. Can you please help

System admins are not site admins - you need to be added to the site admin group as well.

They have added me in both system-admin and admin groups in Jira. Also cross checked all the groups they are in too but still unable to access site administration.

You will need one of your site administrators to add your account to the list of site admins.
