Special Characters Error server.xml

The special characters are present for each connector, however I continue to receive the same error:

Jira-bootstrap error, jira has failed to start because of the following errors: Tomcat is misconfigured, Exception = the server.xml file is missing parameters needed by Jira to hand request that contain special characters. 

 

then I see:

startup is complete Jira is ready to serve. 

 

I am able to see the index.jsp page if I type that in, however the error pages is what displays after start up. 

 

As stated above I have the special characters listed. I am running Jira on RHEL 9.5

Something has changed in that file. If you have the version before the change, try using that in a test instance. If not, then in a test instance start with a fresh copy of the file from a new install of the correct version elsewhere and gradually add what is needed for your local instance.

I have done that, reverting to a previous version and scrubbing everything and starting fresh. The server builds and gives me the same error :(
