Splitting a JIRA licence

Can I split a single licence across multiple instances, e.g:

Purchase 1 x 500 user licence then set up 2 instances of JIRA with 250 users on each?

I'm fairly certain I cannot do this, hoping for an official answer..

You are correct on this, as you cannot do this.

Only one instance is allowed to run live for one license. You may purchase two 100 Users license and have them for each of your JIRA instances.
