Using JIRA Data Center 8.5.4 

as Admin When looking at the details there is JIRA login count. 
Since when the count begins ? DB setup? monthly? 

Does it get reset?

the count starts when the user is in a group that can login into jira

I have server for >3 years, so far is has not resetted, maybe manually
