Starting jira result in java.lang.NoClassDefFoundError

after starting jira on tomcat 7 ,

Sorry, we had some technical problems during your last operation.

so on technical datails :

Referer URL: http://localhost:8080/manager/html

java.lang.NoClassDefFoundError: org/ofbiz/core/entity/TransactionUtil
 
what is the problem and how can i solve it ?

You'll need to read the log file in more detail to see what the problem is.

I'd check the versions of Jira, Tomcat and Java are all compatible first though - https://confluence.atlassian.com/display/JIRA/Supported+Platforms
