Is it possible to stop only certain groups from exporting issue data?

I'm afraid you'll also find people can see the financial data in the navigator, gadgets and reports, so none of it is "hidden".
An extension of what Joe said - "If they can see the issue, they can see all of it". As they can get to the data in many ways already, there's not a lot of point in stopping them exporting it.
