So in my team, I have a team member who creates a story in JIRA and assigns it to someone who's not even in the team, I corrected this behavior by saying assign it to you and you own the story and make sure that this outside the team person gets it done by end of sprint (put their skin in the game) and I assigned it to that (in team person) then next day it is assigned back to the outside team person by the individual that I asked to own the story.
Does anyone else have stories in JIRA in an active sprint assigned to people who are not even in the team? Am I wrong to see a problem with this? Should I just let it go or talk with the team member and call it out saying this is a no no.

If only one team works on your project then you should set the Assignable user permission only to your team members.
One way of combating this I have used in the past was having a field called "Owner or Team Owner" that way if it is assigned to someone on another team you at least know who owns it for that particular team.
