I am the product manager of a very small team, and I am having trouble assigning the tasks and giving estimates.
Let say we have a user story. That user story goes through 4 different hands, the designer, the developer, the CTO (code verification), and QA.
Now each stakeholder depend on the work of the step before, the dev cannot start without design, the CTO has nothing to check without code and the QA cannot start without the validated code.
I started by creating subtasks, but how can I notify each stakeholder when they can start working on their part?

You can use the watcher field or any other User picker custom field to notify your users as you need.
Explaining better, you can add for each sub-task the next person that will be working on the issue as a Watcher or to a User picker custom field (e.g: Sub-task design, add the dev as a watcher) and then configure your Notification scheme to notify them once the issue is completed in the notification scheme:
