I am setting up a team-managed business project, which is a ticketing system for our department. I have created a form so that issues can be created using the form. Only my team has access to this Jira project but the form needs to be used by the entire company. Is there a way to do this without having them log in? Is it possible for me to allow anyone with our domain can send this form?

Thank you for your response. I apologize but I am a novice with Jira. I have only used Jira before, but this is my first time setting it up. I only have 3 access types for the Team-Managed Project. Open, Limited, and Private. Open being the most open, it only allows people within the Jira site to access it. What you described is exactly what I what but after lots of searching, I don't think that is available in my Jira product.
Any help is greatly appreciated.

allow anonymous access should be available in the standard plan subscription and it is called public. try the below article it should help you with setting anonymous access

I didn't want the permissions to be changed site wise so I went ahead and create a new permission with what I wanted exactly. The problem now is, I am unable to assign that permission to only that project. Is this something that I missed or is that functionality not available?

It seems that the permission Scheme you are trying to modify is shared among several projects, so here what we are gonna do
Pre-requisites
For your special project, i would recommend to use a company managed project instead of Team managed project. if this is not the case, you will need to create a new one.
here is how to verify your project type, open the project list and check the type as below
Solution - Create a dedicated permission scheme and assign it to your project
Now you can modify project permissions without impacting other projects.

For anyone with the same issue, you need to have admin access to create a company-managed project.
