Subtask Templates

I see a section called "Subtask Templates" on a project administration page. I've added a template while following the usage tips, but I don't know how to use it. The template doesn't show up when I try to create a subtask through an issue. Any tips? I can't seem to find any documentation on this feature.

This is not out-of-the-box functionality.
