I am trying to get the dev team to record their time spent on stories more consistently.
There is a Time tracking field on the story the team is working on. There are also subtasks within that story. The team is logging their time on the subtasks. But the Time tracking field on the story remains unchanged. Can time logged on subtasks bubble up to the parent story? Also, when I search for stories in a sprint there is a Time Spent field I look at. Does the time logged on the story populate the Time Spent field?

It is possible - but only in classic view.
You're using the new issue view based on these screenshots where there is no option to roll-up sub-task time tracking to the parent. If you're using a Classic project, you can disable the new issue view to allow you to access these controls:
^ Once you've done this, go to any story where a sub-task has estimates or logged time - then under Time Tracking on the right-hand side will be a checkbox called Include sub-tasks.
If you are using Next-Gen, unfortunately there is no work-around at this stage as it only uses the new issue view.

Timespent is based on logged work - but based on a specific amount of time. It will also find issues where the time was logged - so even with roll-up activated from sub-task to story the JQL would still only find sub-tasks and their specific times.

I am still not able to disable the new issue view. Is there any alternative to resolve the same problem?

This is a 3 year old question; the option to disable the "new issue view" is no longer there - as the classic view was retired.
However, the checkbox "Include subtasks" is now available on the current view, so the above instructions are redundant :)
