Switching from Github Issues to Jira Software

We are a 4 person team that is supporting and developing a web based application.  We currently have users email issues to us and I create a GitHub issue and then one of our team will assign it to themselves. We like the swimlanes for Jira Software and we would like to allow our users to submit issues directly into our system as we grow.  I don't see that functionality with Jira Software but see Jira Service Management provides this.  My main question is do the two systems use the same issues?  If not, how do we get issues from one system to the other?
