Hello,

I want to add an announcement banner e.g.

However, there is no banner, instead some issue comments, issue states, dates turned to green.

If you have administration rights then for an announcment banner go to administration then announcement banner then select the announcemet banner tab . enter your announcement and click 'set banner'.
