System fields on custom form

Hi everyone!

I'm trying to write a plugin and I need to place there two fields - Priority and Reporter of the Issue. I want them to be like the same fields on the creation issue form. So I should be able to choose the priority of the issue from a list and the reporter from all possible Jira users

What should I write in my plugin's form to do it?
