Task Visibility Settings in Trello & Jira

I am reaching out to inquire about specific task visibility settings in Trello and Jira.

We are looking for a way to assign tasks in such a manner that:

1. Admins can see all tasks across the board or project.
2. Members can only see tasks assigned to them and not others' tasks.
I would appreciate your guidance on whether this functionality is available in Trello and Jira. If so, could you kindly provide the steps to enable or configure this setting in a table format for both products?

Additionally, if this feature is only available under a premium plan, I would be grateful if you could share the pricing structure for both Trello and Jira.
