No. Don't do that it HURTS. You could restore, if you have a backup, from before it was deleted into another instance and manually enter all the data, but you won't have the history and the cloud provider may not provider you with another instance. I strongly recommend you not allow deletion of issues. I use a resolution of 'Deleted' to indicate the issue isn't valid any longer. The forum is full of questions about restoring issues.
