Could you tell me how to make such a report?
Tempo timesheet cannot, I asked the vendor. No grouping by teams.
Any other apps or workarounds?
Assuming you do have Tempo Timesheets already, you can create reports for the individual teams (filter by instead of group by) which you them group by project.
In my mind it's then a fairly small step to export / copy-paste those data into a spreadsheet like you did to illustrate your question.
It is also possible to create this style of reports using a reporting app like EazyBI, but it does have some requirements as to the way you are doing time tracking and organise your Jira issues.

Yet - I get the impression that there is something you need to do on a weekly basis and you've come to the conclusion that this report is your answer to that problem.

Even CEOs sometimes invent tasks for a reason, you know ;-)
That left aside: yes you have all the data, you have Tempo to pull reports that give you some, but not all level of detail, so you do have gaps to fill. So you'll need to work on closing those gaps anyway.
You could build a spreadsheet template that holds your Team capacities. So the additional information that you don't have in your reports can be calculated and added from your spreadsheet. You could export all worklogs across all teams from one Tempo report and do the grouping magic in a pivot table.
Or you could use any proper reporting tool that has the capabilities to aggregate and group data the way you want to. EazyBI is one of them, but if your company has other reporting tools already on board (powerbi, tableau, ...), that may work as well. As long as you get the raw data in there.
