Team-managed project adding user to board but not allowing them to view issue

Is there a way to add user to a board but not allow them to see issues. This is possible with project-managed projects. It seems as if the project access overrides roles that you assign. For example if you only assign the comment role to a user, they will still have access to view the issues that are on the board. Is there anyway to bypass this??? 

End state.. allow users to be on the board but not have view access to issues on the board, while having comment access. 

I have created this in the company-managed project but can not get it to work in team managed project. 

I need this so that Jira users can comment via email(mail handler) without being able to view the issue for security purposes.  Is this possible?

It would have to be a Jira Service Management project. Otherwise, no; the permissions are not granular enough.
