The cloud version of Jira and the on prem version are different products. Jira server is where development started back in 2002. The newer cloud product has been built from the ground up since +/- 2009 in a totally different technology stack.
While there are Jira apps for mac and iPad, Atlassian has decided earlier this year to sunset support for the mac app and focus investments into its web application and mobile apps.
