I am working on a project that has tasks and subtasks, how can I create a customized template out of it and use it every time I create similar project?

if you already have one project that already contains the tasks and sub-tasks you want to reuse, the fastest way to turn it into a reusable template is to clone that project with our app Deep Clone for Jira and then keep the original as your template. Whenever you need another copy you just clone the template again – everything (issue hierarchy, components, versions, boards, etc.) is ready to go.

Currently, this feature is available in Jira enterprise plan only: https://community.atlassian.com/forums/Enterprise-articles/Custom-templates-now-available-in-Jira-Enterprise/ba-p/2993540#M1111
As stated by the product manager in this feature request earlier this quarter, currently there are no plans to make this feature available in the Premium or standard plans.
You may explore Atlassian Marketplace for apps that offer this functionality.
