Test migration to Jira and Zephyr via API

We are migrating our tests from RQM to Jira/Zephyr.  I can create the tests in Jira in the correct issue type, but I haven't found a way to add the test steps. Most recently I've tried the Zephyr API but I keep getting an 'Unauthorized' error back.

Has anyone done this successfully, thru the APIs or some other way?
