The Atlassian Marketplace server is not available (for on demand server)

I have JIRA 7.1.10 and Confluence 5.9.11.

When i go to 'Add-ons' i see next message "The Atlassian Marketplace server is not available. In order to avoid problems affecting the loading of this page, you can disable the connection to Atlassian Marketplace."

What the problem I encountered?

Is it possible to gain access to the Market of JIRA and Confluence via proxy server?
