The Atlassian Marketplace server is not reachable for Jira 6.2

I have Confluence and JIRA both installed on the same server. Concluence has no issues getting to the Marketplace. However JIRA gives me the "The Atlassian Marketplace server is not reachable" message. I have looked through the log but cannot find any errors or warning. Please advise.

Are you using ssl keys? Did you create a custom keystore for JIRA?
