The CFO already has access to another companies JIRA instance (a contracting Vendor), so when he goes to create a profile in our own company JIRA I have set up, he can't.
Is this a caching issue? Or can you not use the same email for multiple accounts?

Atlassian accounts are global — meaning the same email address (e.g., CFO@company.com) is used across all Atlassian sites. If the CFO already has access to a vendor's Jira, that same Atlassian account can be added to your company’s Jira site. There’s no need to create a new profile. If you want to create new Atlassian account, the email should be different.
1) Just make sure you’ve invited the CFO's existing email to your Jira site.
2) Attempting to create a new account with the same email will not work.
3) This is not a caching issue — it’s expected behavior.
