Is the field "country" is mandatory for an issue?

This is a public forum for all things Atlassian, and we can't say whether the field is mandatory for an issue or not in your project. It depends on the configuration, and you should try to identify the right person, a Jira administrator, to talk to within your team or company. But to give you at least a pragmatic answer to the question: If you create an issue and don't see a red asterisk next to a field or get an error when you leave it empty, it's probably not configured as mandatory. :)
