We create a new user  but he did not receive the mail to login

Hello Alfredo,

First is this repeatable for all new users?  If not it could be an issue with the destination account, such as a Spam filter rule, or accidental deletion, but reproducing the behavior will be required to narrow down the cause.

Next, Are you on seeing this on Jira Cloud Or Jira Server?

For Cloud if this is a 1 off event Check out this KB article:

But if this is repeatable on Cloud for any new user I would Recommend Filing a Support Request for the instance at https://support.atlassian.com so we can take a closer look at what is occuring in the logging.

If you are on Jira Server check out the guide "Diagnosing Mail and Mail Handlers Issues" and try to Enable Debugging Mode for Emails  and check the Logging output for an indication of the issue when the user is invited.
