The "preview" button & markdown support is not always showing

Hi all,
Out of curiosity, I've noticed that the "preview" button & markdown support is not always showing, for example, I can't see it under the description or comments but when use comments in a transition screen - then it's there.
What I am missing :D Can you have it under description and comments by default?
