You can set the description for the field Ticket Type, but there is to my knowledge no way of seeing it in the creation view. I might have missed something ?!
We have quite a few unique ticket types and it would really good to just have a link to like a conf page or something.
You are correct, the issue type description is not displayed on create screen. I checked JAC but did not find an open suggestion. You might want to use the feedback link to share your interest with Atlassian.
