Reading up on time management it says that time tracking on an Agile project can be turned on by configuring the Board. I simply cannot find how to do that - which could be because I am being blind to something obvious. Time tracking on all projects (agile or work management) is vital for me to be able to plan overall workloads and actually track who has been working where.

Please check the below settings.
1. Time Tracking must be enabled
If you are jira admin --> go to Settings --> issues --> Under "Issue Features" --> Time Tracking check the above is enabled or not
2. Go to the required project settings --> Permissions --> "Work on issues"
For the users you wish to be able to log work on issues, ensure that they have the Work On Issues permission in project permissions.
3. Go to the project --> open Board --> Board settings --> check the below settings

Are you working with a Team Managed project or a Company Managed project? It will say at the bottom of the navigation pane on the left.
What document are you referencing for instructions about enabling time tracking?
There are two elements to time tracking. One is the ability to log time. The other is the use of time for estimation in an agile board.

For a Team Managed project you enable the ability to log time by ensuring the Time Tracking field is added to the issues. Do that by selecting Project Settings > Issue Types. For each issue type, ensure the Time Tracking field in included.
To use Time for estimation for the board of a Team Managed project select Project Settings > Features, and ensure that the Estimation feature is on and the Time (vs. Story Points) option is selected.
