Time tracking

on a scrum board I am able to see time tracking on the right hand side which has components 

1. Estimated
2. remaining 
3. logged

But for another issue, I am not able to see this option.

Both belong to the same board and both are user stories.

I have configured the board for time traciking and time tracking is on in the issues part.

Am i doing something wrong?

Has the issue with the missing time info actually got an estimate and/or work logs?
