Time when importing from CSV has moved to miliseconds

Hi, When I import issues with reminaing estimate and original estimate they are now coming through in miliseconds. I used to be able to import an issues with a remaining estimate of 21600 which would be 6 hours but it is now saying that this is only 6 minutes when I import. Is there a way to change the time back to seconds when importing? Also when I map the values they are coming across as the same value as before.

21600 are seconds. 6h are 360 minute, 21600 seconds and 21600000 Milliseconds.
