Is it possible to get list of all tickets from Project A where Single Select Custom field has been changed since July 25th.

I am afraid that it would be hard OOTB to achieve that. Custom field does not support operators like WAS or CHANGED and the only place I guess to see this in UI when a field was changes is the History Tab.

If you want to simply list this information when a field was changed it might be possible via DB similar case describes this KB
