To make second option mandatory for cascading field in Data centre for a particular value in first

If I have say below values in first dropdown of casscading:

A

B

C

and for A we have second dropdown which says, X & Y

for B we have second dropdown which says, P & Q

and for Cwe have second dropdown which says, M & N

If I want to keep the field non mandatory but make the second dropdown mandatory only if option B is selected in the first one, any way I can do it?

I am in Data centre.
