To user user mention feature in JIRA Software (Server Center), do I need a separate license, or the JIRA license itself should already provide the permission? Thanks.

No you don't need an separate license for the user mention feature.
But definately you need to have browse users and Groups Global Permission.
Here is the complete guide of user mention in Jira.
Granting global permissions
Choose > System.
Select Global Permissions to open the Global Permissions page, which lists JIRA's global permissions.
The Add Permission box is shown at the bottom of the list (not displayed in the screen capture above).
In the Permission drop-down list, select the global permission you wish to grant.
In the Group drop-down list, either:
select the group to which you wish to grant the permission; or
if you wish to grant the permission to non logged-in users, select Anyone.

You do not need a separate license to "@-mention" users. You do need to make sure that you're a member of a group that has the global Browse Users and Groups permission.
