Tool bar -- freeze position?

Hi,
Within a multiline field, is it possible to freeze the toolbar? For our workflow, we maintain a lot of data within a couple of fields. When scrolling, we'd like to maintain the position of the toolbar. I'm assuming it's not possible but thought I would try the community.
