Transition buttons disappeared on issue

In one of our Jira Cloud projects, a couple issues don't have the "Start Work", "Close", and other transition buttons displayed in issue view.  Most of the issues in the same project are still fine.   Instructions for addressing this problem seem to be available only for Jira Server.   Ideas?   thanks.

You should check the workflow for the issues. There can be conditions or status properties defined.
