Could you let us know more about this problem? Are the fields appearing on the transition screen at all? Or are the fields there, but their input boxes are grayed-out preventing input? Maybe a screenshot of what you see might help here.
I would recommend walking through the KB Users unable to edit field due to screen configuration. It recommends making sure that the field should be appearing there and then using the Jira Admin Helper to confirm this.
If all of that looks correct, then I would be interested to investigate if perhaps there is either a 3rd party plugin in Jira that might be causing this, or some other Java script that might be getting injected on the page.
Another troubleshooting step is to try to enable safe mode for Jira. This disables all the plugins in order to see if you can recreate the problem then. If you cannot, this likely indicates that one of the plugins could be responsible for this problem.
