Transitions Validation and condition mix

Is it possible (without using scriptrunner ) to define the transition:

If current user (who is transtioning) belongs to group 1 then go

If current user belongs to group 2 then validate a required field (time spent)

But you don't need Scriptrunner, there are other add-ons that could help.
