Here is the case: Currently we create JIRA Tickets and request for getting added to certain Groups.
But would like to implement a Temporary Access: Create a JIRA Ticket with end date, so it will trigger a rule/webhook to get user added to group right away AND after the end date is occurred it should trigger the rule/webhook to remove the user from the group.
is this possible to trigger a rule when the end-date has occured in a ticket ??

You can use an Automation Rule with an Issue Created trigger and a Send Web Request action to execute a web request to add a user to a group (assuming a REST API end point exists for that operation).
You can use an Automation Rule Schedule trigger to execute a rule periodically. The Schedule trigger can include a JQL statement to select the issues against which actions will be taken. You might use a JQL like
enddate = startOfDay()
..to execute actions against all the issues that have an end date of today.
