I've created a new user and added that user to the same project / group / roles as an existing user. The existing user can see only a single project - as desired. The new user can see all projects. What am I missing? I can't see any place to change additional permissions.

It sounds like the new user may inadvertently be in an extra group that's providing access to more projects than you anticipated.
From Site Administration you can view User group memberships and compare the old/new users. My hunch based on what you've said is that the new user is in at least one more group than the old user.
From the individual user pages in Site Administration, you can also double-check on each user's project roles.
I would definitely recommend checking on the actual users themselves (on the User page) instead of looking at the members of the groups in this case.

@Ollie Guan The group is the same group. In fact, both users show up in the group. (We are using the cloud version by the way) Unless there is a difference somewhere that is not readily visible. They are the same.
The permission scheme is at the group level.
