I am getting the error The Atlassian Plugin Exchange server is not reachable. To avoid problems when loading this page, you can disable the connection to the Plugin Exchange server. Click here for more information... in the Universal Plugin Manager. I have verified our host server (Windows Server 2008 SP2) can connect to the internet and can reach https://plugins.atlassian.com via Internet Explorer. What am I missing?
In my case, this was caused by an incorrect "Server Base Url" under "General Configuration".

I have the same problem (in JIRA not Confluence). I tried to ping the two mentionned servers, and it seems to work :

I am running on Linux (Scientific Linux CERN 5, based on RHEL 5).
What surprises me is that our failover server is able to connect. Both machines have the same iptable. What else could it be ?

There is a possibility that your Confluence server machine has a firewall configured that restrict it to connect to our plugin repository at lower level. Could you please try to ping the following URL from your server machine:

As a workaround you could install your plugins using the upload method from your UPM.
