1. You should check that there exists a transaction from the current issue status to the one of the mapped statuses in the board column to which you move the issue.
2. Check that you have the rigths to perform this transaction.
You don't "move issues to a board"
Boards are a view of selected issues. The issues that appear are selected by the board filter, not placed there by you.
If an issue is not on your board, then the board filter is not selecting it. To make it appear on the board, you need to change the issue data so that it matches the filter the board uses.
