We are trying to get the Team Board to work in Jira.
As I can see you can't change it per user basis but per Team.
It currently displays 40h/week which I would like to change but even after creating a Team no option comes up where I am able to change it.
Most Docs say something like "Navigate to the Teams view" but I don't have it. I am however able to create and find Teams under the People Tab.
What am I doing wrong?

Can you provide links to the documents you are referencing that say "Navigate to the Teams view"?
Can you provide a screen image of what you are viewing when you say "It currently display 40h/week"? Or tell us how you navigated to that screen?
Can you tell us if you are working with a Software, Service, or Business project? It should say at the top of the navigation pane on the left, just below the project name.
There are two types of Teams in Jira. There are the Teams you can create under the People menu, and there are the Teams you can create in Advanced Roadmaps (which is available only with the Premium subscription).
The Teams under the people menu aren't really accessible for integrating with projects in any way.
I think that you might be referencing documents apply only to the Teams that are available through the Advanced Roadmaps feature.
Here it show the Working Capacity. The project itself is a software project. We would like to change them to the actual working hours. I was under the impression that it only worked in the Advanced Roadmaps, I probably stumbled on it from there. I hope the Screenshot will give you a clear picture. Its been taken from the Software Project in Team Board.

Can you tell us what options you selected to get to this screen?
I cannot find that screen in my own instance. I suspect it is not native functionality of the Jira Standard plan and may have come from a third party app. Can you check if a third party app related to time tracking and/or capacity planning has been installed?

I am so sorry. You are right. It is from the App Team Board.
I had no idea that it is a plugin as I never knew about it.
In that case I am totally wrong here.
Got it to work after learning where to look for.
