Unable to add a transition to a workflow

I'm trying to add an outgoing transition from "On Hold" but I keep getting an error saying that I'm unable to do this in a draft workflow? 

I believe it's causing some errors in our tickets, as users are trying to transition to on hold, but Jira won't allow it since there are no outgoing transitions from that status. 

Do I have to create a draft workflow and make it inactive and work off of that? That would take quite a bit of time.

If there are no outgoing transitions, you cannot add it in a draft workflow. See the restrictions at https://confluence.atlassian.com/jirakb/cannot-add-transitions-or-delete-steps-in-draft-workflows-203392961.html.

You will have to make the workflow inactive, modify it and make it active.

Thanks, @Jobin Kuruvilla [Adaptavist]! What about all the tickets that are currently mapped to that workflow? Would those need to be mapped to another workflow?

You can make a copy of the workflow, make the changes and then modify the workflow scheme to include the new workflow in place of the old. JIRA will do the mapping automatically and will ask you to do it if you removed any existing statuses or added new ones
