I am unable to add attachments or labels on a closed issue .i have checked workflow properties but there doesnt seem to be any property added.is there anything else to be checked.

can you add attachments to non-closed issues from the same issue type?
Addition of labels/attachments is possible for non closed issues but unable to for closed issues
I guess there would have been some restriction being added ,but i am not sure where to check.
Any help on this would be great

Like you said, Workflow properties would be the one to look at. Check the "Closed" status in the Workflow to see whether the "Editable" property has been set.
Other than that, there's not really standard ways to stop Editing in a specific Status. If you can see the issue it's not Issue Level Security. If you can edit the issue in other statuses it's not Permissions.
Do you have any Marketplace Apps running on the site that might add functionality? Scriptrunner or others?

Let me check the workflow properties. Also can you let me know if its possible to only edit labels not the other fields by enabling in workflow properties

I don't know of any function that would let you make certain fields editable while others aren't.
