Unable to add new user

I'm a administrator in a next-gen project. I have a new user that I can see in admin.atlassian, and I've blanket added this person to every group available in an effort to get them access  to the project; This hasn't worked.

I'm unable to get them added in Project access. Their username isn't even available.

and https://confluence.atlassian.com/adminjiracloud/managing-project-permissions-776636362.html and see if it helps your understanding of users permissions and access to the projects . I have assumed user can login but just cannot see any projects
