Unable to add transition

Does anyone know why I would be unable to add a transition in draft state and publish? It is saying because To Do does not have a transition in the active state I am unable to, but how would I add it to the active state if I cannot do it in the draft state?

Trying to allow To Do to transition to Canceled.

The only option to add this transition - create a copy of this wf, add this this transiton and assotiate this wf with issues.

To tell the truth, I hate this feature of Jira.
