We have recently created a user group in AD and added new users to only that particular group. Those users are inactive in Jira until they are added in Jira-commercial ( default group) in AD. Our aim is to restrict those new users to a particular project. But the problem is as Jira-commercial group is associated with several projects which gives them the access to all those projects.

I haven't worked with Jira Server for a few years, but as I recall when we had to do the same thing we had to do two steps:
1. Assign the new group to have Jira application access as documented here:

2. Manage the user's first sign in process manually so that immediately after they sign in for the first time they are manually removed from the default jira-software-users group, thereby removing their access to other projects.
