The error means exactly what it says. Sub Tasks must have a Story as their parent, so you must provide the IDs or keys of those Stories in the CSV file.
I suggest you re-read the documentation on how to format the CSV file correctly.

I think you are attempting to create a sub-task using the CSV importer in Jira without specifying the parent issue key or ID. Please verify and check CSV file if there is any sub-tasks. To resolve this error, ensure that the parent issue key or ID is specified in the CSV file used for the import. also refer CSV import Parent-child mapping.

Have you checked your issue hierarchy? Per your description, the error occurred when you were trying to import sub-tasks without specifying their parent issues. To import sub-tasks, you need to include a column in your CSV with the heading "Parent ID" or "Parent Key."
